Recent reports indicate that Do Kwon, the former CEO of Terraform Labs, which collapsed in May 2022 due to a liquidity crisis, will face challenging conditions in the Montenegrin prison system.
Do Kwon, who had been on the run since the collapse of Terra/Luna ecosystem, was apprehended last Thursday in Montenegro. He was attempting to board a private flight while possessing forged passports from Costa Rica and Belgium. His arrest has raised concerns regarding his potential extradition to the United States or South Korea.
According to a report by Protos on March 29, an anonymous lawyer stated that the prisons and jails in Montenegro had not shown any improvement since the US State Department’s 2020 human rights report, which described the poor conditions in some of Montenegro’s prisons due to overcrowding and lack of proper medical care.
The report also cited a case in which prison officers had been convicted of torturing and inflicting bodily harm on 11 inmates in 2015. The lawyer’s statement suggests that the situation in Montenegro’s penal system remains dire despite the previous reports. This raises concerns about the potential treatment of Do Kwon, who could face extradition to Montenegro from the US or South Korea.
Referring to reports from the Council of Europe’s Committee for the Prevention of Torture, the US State Department has stated that many prisoners in Montenegro spend roughly 23 hours a day confined to overcrowded cells, with violence between inmates also being reported.
